They were arrested last week following the escape of the convicts who were serving jail terms for terrorism-related crimes.
Interior CS Fred Matiang'i said preliminary investigations suggested the escape was abetted by laxity and incompetence.
Last Monday, Matiang'i vowed to ensure more arrests and prosecutions.
The three convicts are; Musharraf Abdalla Akhulunga a.k.a Zarkarawi, Mohammed Ali Abikar and Joseph Juma Odhiambo.
The DCI had put Sh60 million bounty on the heads of the terror suspects.
The convicts were arrested in Mwingi, Kitui county, on Tuesday last week.
Police said they suspect they were headed for Somalia.
They escaped on November 15 from Block A 6 where they had been held.
Locals in a village in Kitui had reported spotting the three and that they looked tired.
Residents said the three, who looked exhausted and thirsty, bought a lot of milk, bottled water, bread and biscuits from local shops and paid by cash.
They raised suspicions when they asked for directions to Boni Forest in Lamu County.
According to the locals, who talked to police, one of the escapees had swollen legs and was limping, perhaps as a result of trekking long distance.
