Detectives foiled an attempted attack after they arrested two terror suspects at Likoni Ferry crossing channel, Mombasa, on Monday.
The mid-morning incident halted operations on the mainland side.
The operation was conducted by Special Forces and Anti-Terror Police Unit officers.
The two, whose identity is yet to be revealed, were cornered as they were about to cross from the Likoni mainland side to the island side.
The detectives surrounded the Toyota Probox, registration number KCE 695U, and arrested the suspects as they tried to escape on foot.
Coast regional commissioner John Elungata confirmed the incident.
He said the Likoni Ferry Crossing channel and the Kenyan borders are mostly watched by the security agents, saying similar operations will continue.
The suspects are said to be from Lunga Lunga and were being trailed by the officers.

A video clip from the scene of crime showed the officers cornering the suspects before they were handcuffed, their faces wrapped and then thrown into a Toyota Land Cruiser, which was on standby.
Sources say the two were planning to attack a security installation in an attempt to free an accomplice who is in police custody.
Also recovered include a map indicating places they had planned attacks.
The places include several security installations and a shopping centre.
According to reports, their arrest was aided by another terror suspect who is in police custody.
Police are seeking other suspects who are at large.
Reports indicate they are part of a gang operating in Likoni.
This comes days after detectives arrested a suspected terror suspect Abdulhakim Salim Saggar, who is yet to be arraigned in court, four days later.
He had an ongoing terrorism-related case at Shanzu Law Courts.
Police are yet to give a comprehensive statement on Salim’s arrest.
Three weeks ago detectives nabbed another suspected al Shabaab recruiter in Mombasa and has been running his criminal enterprise across the country.
Working with his brother based in Somalia, he is suspected of recruiting youths.
The happening comes months after authorities claimed 300 youths had surrendered from al Shabaab and came back to the country.
