Digital system to rid land sector of cartels

For decades, the lands sector has been plagued by corruption, fraud and illegal transactions in the acquisition of title deeds.

The system being launched today has been 26 years in the making. The first attempt to digitalise the Ministry of Lands was in 1995.

The National Land Information Management System will offer a one-stop shop for all land-related matters.

After three years of meticulous work by the multiagency team, the first-ever fully integrated Land Information Management System is ready for use in Nairobi.

This platform will transform the way Kenyans transact in land and property. It is also expected to boost the ongoing national titling programme, therefore securing rights to land through registration.

With this system, the land registration process is now centralised under one regime in line with the Constitution.

Registry Index Maps will replace deed plans as registration instruments. All this will ensure uniformity of land ownership and minimise fraud.

The process involved:

One, preparation of cadastral maps and the conversion list indicating new and old numbers for parcels of land within a registration unit and their corresponding acreages.

Two, publication of the cadastral maps together with a conversion list. Three, lodgement and consideration of complaints.

Four, closure of old registers and commencement of transactions in the new register. And five, application for replacement of title documents from the old registers.

The ministry undertook steps I to III simultaneously for parcels within Nairobi county. 

It has published the conversion lists and maps in the Kenya Gazette and national newspapers. The ministry is thus receiving and considering complaints about the published parcels.

The ministry aims to complete the migration process for the rest of the country by year end.

The conversion process does not affect ownership. Your title deed shall be replaced with a title deed under the Land Registration Act, 2012. The old title will be cancelled and placed under safe custody by the registrar.
