Seven people will sit in the IEBC recruitment panel that was officially gazetted by President Uhuru Kenyatta on Monday
Parliament gave top political bigwigs four slots to pick members who will spearhead the recruitment of four new IEBC Commissioners.
In the list are Dr Elizabeth Muli, Dorothy Jemator, Farudin Suleiman, Elizabeth Meyo, Gideon Solonka, Awori James Achoka, and Father Joseph Mutie.
The panel was formed to fill vacancies left following the exit of commissioners Roselyne Akombe, Margaret Mwachanya, Consolata Nkatha and Paul Kurgat.
Sources said ODM and Jubilee nominated two persons each to the panel.
ODM named Meyo and Achoka while Jubilee is said to have seconded Dr Muli and Sonkola.
Father Mutie and Dr Farudin were named as representative of the interreligious council while Jemator will represent the Law Society of Kenya.
Dr Muli is a senior lecturer at the University of Nairobi Law School, Commercial Law Department.
She previously served as vice-chairperson of the Commission for the Implementation of the Constitution.
She earned her doctorate and masters from Stanford.
She has a Master of Laws from the University of Bristol and a Bachelor of Laws from the University of Nairobi.
Dr Muli teaches Constitutional Law and Labour Law among other subjects and also had a four-year stint at the Moi University Faculty of Law until 2008.
She served on the selection panel for the appointment of Director of Public Prosecutions and currently a member of the selection panel for the Oxford Rhodes Scholarship Programme in Kenya.
Meyo is a former Commissioner for Domestic Taxes at the Kenya Revenue Authority, a job she held until October last year.
She was before then the head of the KRA tax service office at Sameer Park, before which she headed different departments dealing with domestic taxes.
Meyo joined KRA in 1996 as an assistant inspector in the VAT department before being transferred to the customs division the following year.
In 2004, she was appointed Acting Deputy Commissioner for Strategy and Projects.
Jemator, the LSK Nairobi Representative, is an advocate with over 11 years of experience in election law matters as well as energy, oil and gas law.
She is an associate of the Chartered Institute of Arbitrators, a professional mediator and holds a certificate in Utility Regulation from Florida University.
Jemator has a Bachelors of Laws degree from Moi University and a post-graduate degree from the Kenya School of law.
Presently, she serves as the managing partner of Chepkuto Advocates and also serves as a member of the Energy Tribunal and the HIV/AIDs tribunal.
Jemator is a member of the LSK, East Africa Law Society and FIDA-K and served as an LSK council member from 2016 to 2018.
Father Mutie is the Executive Committee chairman of the Inter-Religious Council of Kenya.
The council’s website says he is the general secretary of the Organization of African Instituted Churches and has previously worked at Coptic Orthodox.
Solonka holds a Masters of Arts in International Conflict Management, Post-Graduate Diploma in Law (bar examination), and Bachelor of Laws from the University of Nairobi.
He is currently a member of the Retirement Benefits Appeals and practises at his law firm Solonka and Company Advocates.
Achoka, an educationist, graduated from the University of Nairobi in 1980.
Dr Farudin is a leader of the Muslim community and was nominated under the umbrella of the IRCK.
The Parliamentary Service Commission is expected to communicate to the team, the date of their first meeting this week.
The team would in its first meeting elect a chairperson and vice-chairperson, take an oath, and then engage in the selection of nominees.
The panel will, within seven days, invite applications from qualified persons and publish the names in the Kenya Gazette and at least two newspapers of national circulation, and the Parliamentary Service Commission Website.
The selection panel shall consider the applications, shortlist and interview the applicants in public.
After the interview, the panel shall select a quartet – six persons, qualified to be appointed as members of the IEBC.
The names will be forwarded to the President to nominate the four for the subsequent appointment.
