ECDE centres to resume a month after schools reopen - CoG

To allow time to monitor the rate of infection and management of the pandemic at the County level

The Council of Governors has resolved that all Early Childhood and Development Education (ECDEs) centres will reopen one month after the official resumption of learning.

The governors said this is to allow time to monitor the rate of infection and management of the pandemic at the county level.

In a statement on Friday, CoG chairman Wycliffe Oparanya said County Governments shall undertake random Covid-19 testing on ECDE Children before reopening.

He urged the Ministry of Health to support counties through facilitation of testing kits.

This comes as plans to reopen primary and secondary schools take shape after the TSC directed teachers to return to school by Monday.

Education CS George Magoha said the exact date of reopening will be determined by 'the larger stakeholders' meeting' which will be before September 28.

The governors have also directed that all Vocational Training Centres (VTCs) shall reopen at the same time as the Government learning institutions.

The resolution was reached following an Extra Ordinary Council meeting on Thursday to deliberate on pertinent issues affecting County Governments.

On the issue of county revenue, the governors asked the National Assembly to expedite the approval of the sharing formula to enable disbursements of funds to Counties.

The third basis revenue formula was passed on September 17 after months of standoff characterised by arrests, claims of intimidation, bribery, blackmail and a record 10 adjournments.

 

None of the counties stand to lose revenue in the approved third basis for revenue sharing.

"I reiterate to the public that County Governments have not received a cent of this year’s finances. Services and projects are negatively impacted and a whole quarter (4 months) has gone by without any development being undertaken. The situation is very dire," Oparanya said.

Soon after the passage of the formula, the Bill, which had been stuck in the Senate, advanced to second reading and was thereafter passed.

The lawmakers will now approve cash disbursement schedule, which stipulates monthly disbursement to the devolved units before they get the cash.
