Bungoma MCAs want DCI, DPP to probe disposal of stadium assets

Sport committee unable to ascertain the value of the disposed of items because there was nothing to quantify.

Bungoma MCAs have recommended that the DCI investigates the disposal of assets at the Masinde Muliro Stadium in Kanduyi.

The assembly's sports committee said the DCI should ascertain the existence or otherwise of the said disposal committee and activities that were undertaken during the disposal.

The 11-member committee chaired by Namwela MCA Charles Nangulo said the process of the disposal of the assets was flawed.

The team interrogated various officers believed to have been involved in the disposal of assets and demolitions at the stadium.

Among those questioned were chief of staff Allan Chenane and Sports chief officer Caroline Masete and those she had appointed to the disposal committee.

The committee included Alice Wafula (chairperson), Washingtone Makata, Simeon Nyanjemo, Humphrey Silungi and  Judith Chebet who was the secretary.

The MCAs said 207 trees were harvested, out of which 20 were exotic and 187 were indigenous. They said there was no competitive bidding because there were no indications that the procurement process was adhered to.

"The department of forestry services was also not involved and thus no tree cutting certificate was issued in total disregard to the policy guidelines on trees harvesting on public land," the MCAs said in their report.

The report also found out that there is an existing ban by the national government on logging indigenous trees.

The committee was unable to ascertain the value of the disposed of items because there was nothing to quantify.

There was also no technical report on the value of the assets as provided for in Section 164 (3) of Public Procurement and Asset Disposal Act, 2015.

The alleged members of the disposal committee disowned the report presented by the chief officer.

They denied that they were involved in the process of disposal of the assets by the county government. 

The committee, therefore, noted that there were questions on the existence of the purported disposal committee.

 The current Masinde Muliro Stadium-Kanduyi initially known as Kanduyi Stadium was established by the defunct Ministry of Local Government in 1950s.  

The motion was brought to the assembly by Tuuti/Marakaru MCA Joseph Nyongesa.

Nyongesa told the committee he had witnessed a scramble for assets and massive cutting down of trees at the stadium on his way to work. 

He went there to obtain first-hand information and inquired from those cutting down the trees.

Instead of responding to him, some youth hurled insults and abuses at him.

Consequently, he sought clarity on the matter by raising a statement with the county department of Youth and Sports through the House.
