More than 3,500 complaints filed against Judiciary

Bribery, delayed justice, missing files top grievances

A total of 3,515 complaints were made against the Judiciary in the last financial year, a report shows.

The State of the Judiciary and the Administration of Justice report says Kenyans raised concerns following multiple malpractices, graft, missing files, and unsatisfactory decisions.

“Out of these, 2324 complaints were processed and closed successfully. This represented 66 per cent of the total complaints received,” Chief Justice David Maraga says in the report.

The report is published annually and contains a report of activities undertaken by the Judiciary and other agencies in the justice sector.

The complaints went up from 3005 in the previous year.

The report states that cases reported to the Judiciary ombudsman include 136 of missing files, 71 bribery and 181 poor services.

A total of 198 people complained against slow service, 60 complained of the delayed rulings while 71 complained of delayed orders.

“Complaints on poor service went up by 129 per cent while those on slow service went up by 40 from the previous financial year,” the report says.

“This could have contributed to the rise of corruption-related complaints from 37 cases in FY 2016/17 to 71 cases in 2017/18.”

Others are referral cases to stakeholders (66), date allocation (4) and files (8).

The report says 402,243 cases were filed in court , 283,788 were criminal while 118,455 were civil.
