Higher wage bill but county bosses say it will enhance services, growth

Governors back a three-tier governance structure, CoG Chairman Wycliffe Oparanya has said.

He said this will boost the delivery of services and enhance development.

Oparanya spoke on Wednesday when he addressed the Busia County Assembly. Vibrant economic regions will attract investors and fight rampant poverty, he said.

He said third-tier of regional governments should be created based on the Bomas Draft Constitution that created 14 regions between the national and the county governments.

He said the regional assemblies should have three members each from the subcounties in a county.

At the same time,  Oparanya accused the national government of frustrating devolution through budgetary cuts. He said that governors will continue fighting to protect devolution as it was the only hope for Kenyans to level development.       

He said county governments will receive Sh310 billion in the 2019-2020 financial year, down from Sh314 this fiscal year.

“We’re yet to agree on equitable sharing of revenue with the national government. Last year, we agreed that Sh314 billion be given to counties but the figure has been slashed to Sh310 billion,” Oparanya said.

Governors James Ongwae (Kisii), Anyang’ Nyong’o (Kisumu) and Busia's Sospeter Ojaamong accompanied Oparanya.

A week ago Kakamega leaders made a presentation to the Building Bridges Initiative task force. At the meeting, Oparanya said regional governments should be allowed to collect taxes and share it the same between the national and county governments.

Critics say it's one more layer of costly government.
