Kura seeks three more months to complete Outering Road

The Kenya Urban Roads Authority (Kura) wants an additional three months to finalise the upgrading of Outering Road.

The project was supposed to have been completed last Monday.

Kura said land acquisition, relocation of services, encroachment by traders, and illegal structures caused the delay.

The agency's chief communication officer John Cheboi told the Star on Monday that the project is 93.40 per cent complete.

He said the remaining tasks are installation of footbridges, improvement of service roads, junctions and bus bays.

Cheboi said the 13km stretch from Taj Mall on North Airport Road to General Service Unit headquarters in Ruaraka is supposed to have 11 footbridges.

Only one has been built at Baba Dogo.

"We've had a setback on the footbridges because of residents' resistance. We held consultations with them and work has started," he said.

Last week, the Environment and Land Court allowed the Authority to proceed with expansion of the road.

The decision is contained in a letter from the Attorney General and Department of Justice dated

July 16. It is addressed to Kura director general Silas Kinoti.

"The court orders issued on

July 2, 2018, restraining the respondents from interfering or excavating the applicant’s property LR 1508/2 has been vacated and the contractors should move with speed and proceed with construction of Outering Road," the letter reads.

A couple had filed a suit seeking to stop work.

Samuel Kang’ethe and his wife Mary sought court orders on

June 21 seeking

to restrain Kura, the National Land Commission and Sino Hydro Tianjin Engineering from trespassing and interfering with their property.

The road was initially supposed to be completed in September last year, but there were delays over compensation and relocation of services such as water and electricity.

Seventy per cent of Kangundo Road market is done. The market, which is part of the project, is expected to be completed in 12 months.

The Sh800 million market, being constructed at Mowlem in Embakasi West, will accommodate more than 4,000 traders.

Nairobi Governor Mike Sonko said women and the youth will have a decent place to do their business once the market is complete.

The Sh8.5 billion Outering Road project is funded by the African Development Bank and the government.

The project was launched by President Uhuru Kenyatta on January 22, 2015.
