A go-down in Mombasa has been declared a crime scene after police found tonnes of sugar being repacked.
Mombasa Urban division OCPD Eliud Munare said "there is a clear indication" Hydery P. Ltd stored sugar "that is not good for consumption".
There are about 300,000 bags according to police.
But the warehouse manager Mohamed Karian said only 80,000 bags are available.
The Star could not verify the figure.
Karian said the commodity was imported from Brazil and Egypt legally and denied they are contaminated.
He said KEBS did the inspection.
"Repacking is only done in the presence of KEBS officials when a sack is torn," he said.
Munare said they have contacted multi-agency team to verify if the sugar is of quality standard.
Munare said trucks were already out to deliver the consignment before they stopped it.
"The arrest will be done procedurally after the source is identified," the police said.
The raid comes in the wake of a spirited campaign to rid the market off sugar that has a high content of mercury, Copper, and Lead.
