NASA won't give names of members to vet CSs, Mbadi tells Muturi

NASA will not propose names of members to take part in the vetting of new cabinet secretaries, ODM national chairman John Mbadi has said.

The Suba South MP has written to National Assembly Speaker Justin Muturi about this.

Mbadi says NASA does not recognise President Uhuru Kenyatta as Kenya's legitimate leader so the appointing authority is vacant.

"As you are aware and is clearly spelt out in standing order 204(1), the only responsibility of the committee on appointment is to consider for approval by the House, appointments under Article 152(2) of the constitution.

"This requirement presupposes and anticipates the naming of cabinet secretaries by the appointing authority.

In view of the above, I wish to remind you that the office of the appointing authority for cabinet secretaries is vacant hence no need to constitute the Committee on Appointments."

The chairman said the coalition will only participate in the vetting process if the office of the president is substantively occupied.

The letter comes amid growing pressure for Uhuru and Deputy President William Ruto

to honour pledges to reward loyalists after the October 26 election.

The President has retreated ahead of the appointment of the new team that will spearhead his agenda.

Uhuru has directed all Cabinet Secretaries to prepare handover reports, signaling the naming if his new line-up in a few days.

The directive is the initial procedure towards reconstitution of the Cabinet. Uhuru is expected to expand his new Cabinet to the constitutional maximum of 22 Cabinet Secretaries.

The handover reports will facilitate the smooth transition in dockets where new ministers will be appointed.
