Age 21 limit in Waititu's tough proposal against alcoholism in Kiambu

Kiambu Governor Ferdinand Waititu has drafted measures against the alcoholism menace that include an age cap of 21.

Waititu also wants bars to display their alcohol brands in

proposed changes to the county's Alcoholic Drinks Control Bill, 2017.

He believes these and the other steps in a proposal will curb alcoholism in Kiambu.

".....upon contravention of these changes, one will be liable to a fine not exceeding Sh100,000, an imprisonment term not exceeding six months or both," the proposal says.

Waititu suggests that a person under the age of 21 shall not be allowed access to places where alcohol is manufactured, stored, sold or consumed. The penalty is a fine of Sh250,000.

A person who sells, supply or provides an alcoholic drink to people aged 21 and below will be fined Sh150,000.

Those wanting to consume alcohol will be required to produce IDs or passports issued in Kenya or other countries.

Vendors who sell alcohol to intoxicated people, or encourage them to take it, will have committed offences.

"....such a person shall be liable upon conviction to a fine not exceeding Sh10,000."

Other proposals include a fine of Sh20,000 for people who knowingly sell, offer for sale or supply alcohol to persons likely to drive.

Manufacture or sale of adulterated drinks is prohibited and those found disobeying the law will pay fines not exceeding Sh10 million.

Those who distribute the drinks will pay fines not exceeding Sh2 million.

The proposal also states: "A person shall not promote an alcoholic drink by way of outdoor advertisement in a manner that is false, misleading or deceptive or likely to create an erroneous impression about the characteristics, health effects, health hazards or social effects...

"[They shall not promote alcohol] through painting or decorating any building or premises, except the interior part of licensed premises, with the name of the alcoholic drink or manufacturer, colour and brand images or logos associated with a manufacturer or an alcoholic drink or any other related form."

This has also been prohibited in residential areas; places

300m from nursery, primary and secondary schools or other institutions of learning for people aged 21 and below; places of worship; health facilities; public playgrounds, public road reserves or public property and PSVs.
