CDF is here to stay, has improved lives, says Lesonnet

Cash from the National Government Constituencies Development Fund will soon be used to pay teachers under school board in schools with shortage of teachers.

Moses Lesonnet yesterday announced that plans are under way to have the fund pay hospital bills for those vulnerable,warning that attempts to do away with the fund will be met by equal force of rejection.

"We are working with treasury to see how the gap of Sh 10 billion held by court is managed,"he said adding that the release of money will not be in vain.

Lesonnet said there has been a sharp shortage of over 100,000 teachers after the funds from were utilized to built more schools.

Last year,the high court declared CDF act anti-devolution barring treasury CS Henry Rotich from releasing more than Sh 25 billion.

The Eldama Ravine law maker said his committee is working on an MOU with the NHIF and also engaging education ministry on how to utilize the fund.

Lesonnet said CDF has helped transformed lives and he wonders why some Kenyans took the fund to court where it was declared unconstitutional.

"We wonder why governors wake up and say the fund is unconstitutional. Is building schools,providing security unconstitutional,"he posed adding that they will protect the fund at all cost.

Lesonnet who was accompanied by over six MPS from the select committee said salaries given to students are also set to be enhanced to reduce the burden to Kenyans.

Fund's chair Elias Mbau said their operations have been grounded due the stand off.

Devolution CS Mwangi Kiunjuri said the average allocation per constituency has increased from Sh 6 million in financial year 2003/2014 to Sh 119 million 2015/2016.

"A total of 206,231 projects have been done in 13 years especially in education,security,sports and environment,"Kiunjuri said in a speech read on his behalf by planning PS Saitoti Torome.
