Intergovernmental team to help counties identify and list assets

Twenty-seven counties have completed the exercise, while 19 are in the process

The Intergovernmental Relations Technical Committee will help counties in identifying, verifying, and listing of assets and liabilities of devolved functions.

This was revealed on Wednesday when the IGTRC team visited Kakamega county to seek collaboration in a bid to fast-track the process. The team was led by IGRTC member Angeline Hongo and hosted by Deputy Governor Philip Kutima.

The deputy governor briefed the team on the progress the county has made in developing the assets register. Kutima said the county had made good progress in identifying its assets and the drive is expected to be completed in two weeks.

“We are on course and in the next two weeks, we will complete the exercise,” he said.

Hongo said they were aware that some counties were facing challenges in identifying their assets and liabilities and that is why the committee had resolved to provide technical support to the devolved units.

“We have established that some counties have been facing hitches in identifying and verifying the assets to facilitate the development of a register. The technical team is ready to assist counties undertake the exercise smoothly,” she said.

Hongo, however, pointed out that 27 counties have finished the exercise but 19 are yet to complete it. She said the committee would soon move to state corporations that were undertaking functions before they were devolved and have them moved to counties.

“Our next stop will be at the state-owned corporations, which are still performing duties and functions that have been devolved. Our agenda is to ensure such corporations transfer their functions and assets to counties,” Hongo said.

County secretary Jacinta Aluoch attended the meeting.
