MP Kizito to be probed over CDF fraud

The DPP says the Shinyalu legislator should record statement on all that transpired under his watch.

The DPP has ordered Shinyalu MP Justus Kizito and two primary school head teachers to be investigated over fraud involving National Government-Constituency Development Fund (NG-CDF).

Also to be questioned is former Shinyalu fund manager Robert Gesicho.

The DPP wants everybody who served on the constituency CDF committee and the boards of the two schools traced to record statements afresh.

The matter had earlier been investigated by the Shinyalu DCI and the file forwarded to the DPP. The DPP returned the file after the investigation was found to be shallow to sustain charges.

“Upon perusal of the file, we find that file was not exhaustively investigated,” P.M. Gumo, the DPP co-ordinator-Western region said in a letter to the Kakamega county DCI dated March 19.

“The area MP should record his statement on all that transpired under his watch. Kindly takeover investigations into the matter by covering the loose ends and resubmit your file within three weeks for further directions,” Gumo said.

The lawmaker and his cohorts are are said to have drawn funds from the kitty fraudulently.

They are accused of colluding with the head teachers and writing cheques to the institutions without a budget. The head teachers withdrew money and handed it to the officials.

Yesterday, Kizito dismissed reports that he is being investigated. He claimed the fraud was committed by his predecessors.

“How can I be investigated when it is me who blew the whistle early in the year and handed the matter to police? Let them go ahead with the investigations because I want the truth to come out,” he said.

DCI officers say the fraud happened during the tenures of both Kizito and former MP Anami Lisamula.
