Auditor General Nancy Gathangu raises concerns over the lack of implementation of county audit reports
The Auditor General has called for implementation of all recommendations they give in their audit reports.
Nancy Gathungu on Tuesday noted that her office gives recommendations every financial year but they ususally go unimplemented.
"We find that every year we are reporting the same things and this comes about where recommendations we give as an office are not being implemented"
She noted that the audit recommendations must be implemented to improve on financial governance in the country.
Gathungu stated that each year the same mistakes on financial mismanagement emerge.
"We are advocating that audit recommendations must be implemented so that there is improvement and change on how public resources are managed," she stated.
The AG stated her office is working to collaborate with agencies to have a framework for following up on issues raised.
"We want to ensure that some of the issues raised don't get lost or buried with other issues, but are followed up to the closure," she said.
She was speaking in Kisumu at the county assembly where she met the house leadership led by Speaker Elisha Oraro and members of the PIC and PAC committee.
Gathungu noted that the county assembly plays a critical role of oversight, on the use of public resources, and this role is bestowed by the Constitution.
"This is an important role that the assembly should take up with vigour especially with regard to the use of public funds, if the citizens are to benefit from our work. This role, if implemented effectively, will give both assembly and my office, relevance in the eyes of the public ".
She noted that it's a concern that the county assemblies have not effectively actualized article 229(8), yet they have the backing of the Constitution.
"We therefore, urge the assembly to implement this provision by ensuring timely discussion on audit reports and enforcement of audit recommendations".
Speaker Oraro noted that the AG agreed to partner with the house leadership to build the capacity of MCAs and staff to strengthen the assembly's oversight role.
Oraro said the Assembly was keen to collaborate with various oversight bodies to improve accountability in the county.
He thanked the Auditor General for the good gesture, noting the partnership would improve the oversight role of the Assembly.
The AG is in the lakeside city of Kisumu visiting the regional office and meeting stakeholders.
