Executives in spotlight for being mean on information

Some county executives have failed to comply with the assembly resolutions and adopted reports.

Committee heads at the Kisii assembly have accused executive members of frustrating them by failing to give information on their departments.

County Assembly Sectorial Committee chairmen said they have difficulties giving answers on statements sought by MCAs, because the executives are  mean with information.

The chairmen raised the concern after nominated MCA Naomi Bosire said some executives have failed to comply with the assembly resolutions and adopted reports.

“As the people’s representatives, we need to take exception to this culture and send a clear signal to the county officials to deliver to the people,” she said.

The MCA said no county executive has ever presented a report of a select committee within 60 days as stipulated by Standing Order 182.

Speaker David Kombo, however, on Thursday told the committees’ heads to be ready to provide answers where statements are sought.

“This House will take harsh decisions on Sectorial Committee chairmen who fail to give answers to statements sought by members,” Kombo said.

He said members have the powers to summon the executives who fail to give information. “The executives should not take this assembly for granted. They should know their work is to serve the interests of residents by giving information that touches on their welfare.”

In November last year, Governor James Ongwae put the executives on notice, saying they must provide leadership and supervisory roles in their various departments to ensure better performance.

Ongwae directed the ministers, who had signed performance contracts with their respective chief officers, to show exemplary leadership to other staff.

The governor signed the performance contracts with all his 10 executives.

Ongwae, a former head of the Directorate of Personnel Management, said he wanted to leverage on his experience as a human resource expert to streamline staff management to deliver on his manifesto.

"As an administration, we may have sent a wrong signal that we are lenient and some workers have been taking advantage of that to abscond duty. My deputy governor and I shall from now on crack the whip on non-performing officers until the culture of satisfactory service delivery is institutionalised, ” he said.

Ongwae said his government was keen on service delivery through the Kenya Devolution Support Programme (KDSP), which is a World Bank initiative.
