The governor, who is defending his seat, spoke on Monday in Wajir.
In March, the Court of Appeal reinstated Abdi after his impeachment by the county assembly and subsequent approval by the Senate.
Abdi said despite security being a national government function, his administration had pumped in a substantive amount of funds.
He said they have recruited National Police Reservists to compliment the National Police Service.
“We have also elevated the status of our laboratory, commissioned the first renal unit and dialysis machine, established satellite blood bank, CT Scan, built surgical wards and research centre,” Abdi said.
The governor said they have also established numerous health centres in subcounties.
He said his administration has also drilled boreholes in all subcounties and residents who had experienced perennial water shortage can now access clean water.
“We managed to commission the Tarbaj Water Supply Project all the way from Sarman. Tarbaj town had lacked water for decades,” Abdi said.
He said the impact created by the ward-based development fund was immense and it had helped accelerate development in subcounties.
Abdi has however not publicly declared his candidature but close allies say he will be in the race.
He said his focus remains on serving the electorates.
The governor said residents should remain united and vote for leaders who have been tried and tested.
Others in the Wajir gubernatorial race include incumbent Ahmed Mukhtar, former governor Ahmed Abdullahi, Senator Abdullahi Ali and former environment CAS Mohamed Elmi.
New entrants are Ugas Sheikh and Dr Hassan Mohamed. Both striving to form a line-up that can help put up a formidable challenge.
