Illegal matatu stages to be removed in decongestion of city

A verification exercise to confirm the validity of all picking and dropping points within Nairobi.

Nairobi county government will decongest the city by removing illegal pick-up and drop-off points.

City Hall's head of parking revenue Fredrick  Ndunyu has announced a verification exercise to confirm the validity of all picking and dropping points within Nairobi.

In a notice to all Sacco chairpersons, they should submit all their approvals to city hall.

“In this regard, all Sacco chairmen are requested to submit their approvals to the office of the undersigned at City Hall, and in any case, it should not be later than November 10, ” reads the notice dated November 1.

Ndunyu said if no response is received within the stipulated period, it shall be assumed that the picking and dropping point is illegal and the appropriate measure shall be taken accordingly.

Congestion mainly in the CBD is due to too many matatus after the issuance of new Sacco licences for the PSVs.

In 2020, the National Transport and Safety Regulations document revealed that 272 matatu Saccos are registered to operate in the city.

However, there are 420 unregistered Saccos.

A previous record by the County Assembly Transport Committee indicated that 692 Saccos were listed. 

In November 2020, Nairobi Metropolitan Services (NMS)  froze any new allocation of picking/dropping bays for matatus in Nairobi after concerns were raised over illegal allocations by unauthorized officers.

They disregarded the suspension of the allocations.

City Hall Engineer J Kimathi said the county might be losing a lot of revenue. 

MCAs had accused county officers of colluding with the unregistered Saccos to deny the county revenue.

They said the unauthorized 420 unregistered Saccos revealed a high tendency of corruption and relaxation of enforcement by the county.

However, NTSA licensing manager Jackson Mutua said the 272 registered to operate in Nairobi exclude those that operate outside the capital but terminate their journey in the city. 

According to NTSA regulations, for a matatu Sacco to be registered, it requires to have a minimum number of 30 PSVs. The 'new' Saccos were linked with the alleged issuance of fake letters used to allocate stages for them.
