President Uhuru Kenyatta and ODM leader Raila Odinga should receive teh BBI report and make it public for Kenyans to read it before taking a position, Kakamega Minority leader David Ndakwa has said.

Ndakwa (ANC) said Raila was busy campaigning for the BBI report even before its content is known to Kenyans.

“It’s unfortunate that some leaders were already profiling others on the basis of supporting or opposing the BBI that no one has seen. How do you support or oppose something you don’t know?” he said in Kakamega yesterday.

Ndakwa said BBI could be just a hoax by Uhuru and Raila to help them cobble up an alliance ahead of 2022.

Musalia Mudavadi, Ndakwa's party leader, has said ANC will only take apposition on the report after reading and understanding its contents.

Mudavadi argues that the Bomas Draft was more participatory and should be subjected to a referendum if changes to the supreme law are necessary.

Raila’s push for a referendum based on the BBI recommendations has come under sharp focus after his ODM party was accused of using violence in the Kibra by-election since the initiative is expected to cure perennial electoral violence.

Raila and his ODM are keen on using the Kibra outcome to build momentum for likely referendum to ratify the BBI recommendations.

While campaigning in Kibra he paraded Machakos Governor Alfred Mutua, his Makueni counterpart Kivutha Kibwana, Charity Ngilu (Kitui) and Ann Waiguru (Murang'a), Kakamega's Wycliffe Oparanya and Senator Cleophas Malala as part of the team to drive the BBI referendum.

Leaked BBI recommendations suggest that the task force would likely recommend creation of an executive Prime Minister, two deputies and a ceremonial president and a deputy.

Ndakwa, however, said Raila should stop profiling and demonising others over the impending law review and instead expedite the release of the recommendations for Kenyans to decide whether they were worth it or not.

“One reads mischief in the BBI saga. The manner in which Raila and his ODM brigade talk about it indicates they already know what’s in it and know Kenyans may not support it and are afraid of making the recommendations public,”            he said.

He said that ANC will only support the report if its recommendations address aspirations concerns by Kenyans and not a section of leaders.
