State invites public views on carbon markets draft regulations

The draft has been prepared to asses the impact of the regulations on the public.

Environment, Climate Change and Forestry CS Soipan Tuya has informed the public of the prepared regulatory impact statement on the draft Climate Change(carbon markets) regulations 2023.

In a public notice on Tuesday, the CS said the objective of the said Act is to provide a framework for the implementation of carbon market projects.

"Pursuant to section 8 of of the Statutory Instruments Act, 2013, the Cabinet Secretary Ministry of Environment, Climate Change and Forestry notifies the public that a regulatory impact statement on the draft climate change (carbon markets) regulations 2023 has been prepared to assess the impact of the regulations on the public," she said.

"The draft regulations are made by the cabinet secretary pursuant to sections 23A (2), 23E (9) and 23I of the Climate Change Act 2016 and they operationalize salient provisions of the said Act."

Tuya said it is also meant to create incentives and implement initiatives to support Greenhouse Gas Emissions reduction and removal targets in line with Nationally Determined contributions.

Consequently, she said it will guide the annual social contribution for carbon market projects.

"This is therefore to request the public and all likely to be affected by the draft regulations to submit a written memorandum to reach the undersigned within 28 days from the date of publication of the gazette notice," Tuya said.

The CS noted that the hard copies of the written memoranda may be submitted to the office of the Principal Secretary State Department for Environment and Climate Change.

Soft copies on the other hand may be submitted to [email protected] with a copy to carbonmarkets [email protected].

Tuya said the regulatory impact statement, the draft regulations and the template for submitting comments are available on the ministry's website.

She further said the ministry invites the public to a virtual public meeting on February 2 from 8 am to 5 pm.

"A link will be shared on the ministry's website and social media platforms ahead of the meeting," she said.
