President William Ruto on Monday signed into law two bills at the State House.

The National Government Constituencies Development Fund (Amendment) Bill was passed by the National Assembly on November 28, 2023, while the National Lottery bill was considered and passed on December 6, 2023.

President Ruto assented to the two bills as Deputy President Rigathi Gachagaua, National Assembly Speaker Moses Wetang'ula and house leadership witnessed.

The National Lottery Act (National Assembly Bill No. 69 of 2023) was published on October 31,  2023, vide Kenya Gazette Supplement No. 211 of 31st October 2023.

The Act was sponsored by the Leader of the Majority Party Kimani Ichung’wah.

The principal object of the Act is to provide a legislative framework for the establishment and operation of a National Lottery, which shall be conducted by the National Government, and whose purpose shall be to raise resources for the nation towards the financing of noble causes.

It also provides for the establishment and administration of the National Lottery Fund whose object is to retain and disburse the proceeds of the National Lottery.

The Act establishes the National Lottery Board which will administer the National Lottery, and whose membership is drawn from institutional representatives as well as independent members.

The National Government Constituencies Development Fund (Amendment) Act

The government has increased bursaries under the Constituencies Development Fund to ensure smooth learning.

This follows the signing into law of the NG-CDF Bill 

The National Government Constituencies Development Fund (Amendment) Bill (National Assembly Bill No. 13 of 2023) was published on  April 24, 2023

It seeks to alleviate societal needs.

The Act was co-sponsored by MP  Ichung’wah and the Leader of the Minority Party Opiyo Wandayi.

The principal object of the Act is to align the National Government Constituencies Development Fund Act, 2015 to the Constitution.

In particular, the Act seeks to ensure that the National Government Constituencies Development Fund (NGCDF) is used to fund projects falling under the exclusive functions of the National Government as set out in the Fourth Schedule to the Constitution.
