Mombasa opinion leaders and politicians are divided on Governor Hassan Joho's performance as indicated in a survey by Tifa.

His supporters feel he was underrated while critics say he was overrated after getting 53 per cent.

The findings released on Tuesday following face to face and phone interviews with 500 people. Kisumu's Anyang' Nyong'o and Nairobi's Mike Sonko were also graded.

Mombasa county Communication director

Richard Chacha questioned the objectivity of the firm, saying the survey

was not timely as they had just received disbursements.

"It is still too early to gauge the performance of any county. We got money three months ago so nothing substantial has been done to warrant a gauge," he said by phone on Friday.

Chacha asked Trends and Insights for Africa to "hold your horses".

"They should question us after one year to see what have been done," he said, noting the county is "80 percent material".

Joho got a D in in the provision of clean water, a

D+ was given on environmental cleanliness and the sewer system and a

C on feeder roads, market centres and public health services.

His best performance was on health (C+) as well as the business environment and provision of education bursaries for the needy (B-).

He got a 67 percent,. his highest, in street lighting

but 70 per cent of those interviewed said they were dissatisfied with road networks.

Jimmy Azangu, who is ANC's Coast Secretary General

said Joho deserved a 20 percent ranking.

"He has done nothing. Sonko is a notch hire than him," he said.

Sonko scored the least marks (44 per cent) while Nyong'o had the highest - 56 percent.

Azangu said Mombasa is choking in garbage and roads are pathetic.

"There is too much nepotism in the county. Some communities have been sidelined, including those that voted for him. There is no proper balancing," he added in a phone interview on Friday.

Philip Mbaji, a lecturer at Technical University of Mombasa who comments on current affairs, said residents also contributed to the rating.

Mbaji said environmental cleanliness has been sabotaged by illegal waste dumpers.

"There is need for collective effort by the county and residents" he said, terming the score "okay".

Nominated MCA Mohamed Hatimi said the county should have been termed "the best" as Joho's team has been performing above par over the years.

Hatimi, who is the Governor's close ally,

said the opinion poll was unbiased.

He, however, asked the Executive to improve in the provision of clean water.

"We must also improve the environment sector, which is not the role of the county alone," he said.

Somali community chairman Mohamed Huri said Joho's first term was defining and that Tifa was quick to judge him.

"His second term has just started. I'm sure Joho will transform this county if given time. Mombasa will be great in his hands," he said.
