Teachers asked to declare wealth by December 31

Teachers have until December 31 to submit their wealth declaration forms to the Teachers Service Commission in line with the Public Officer Ethics Act.

The law requires every public officer to submit once every two years a declaration of their income, assets and liabilities and those of their spouse (or spouses) and dependent children under the age of 18.

The law was introduced to curb cases of corruption where public officers accumulated wealth they could not properly account for.

The current period of declaration falls between November 1, 2015 to October 31, 2017.

TSC has for the first time introduced an online portal for the declaration since the enactment of the Act in 2003.

“In this regard, all teachers are expected to fill an online declaration by December 31 following steps outlined in the wealth declaration instruction manual,” TSC CEO Nancy Macharia said in a circular dated November 30.

She said heads of institutions are required to monitor the declaration progress in their respective institutions and report non-compliance.

“Any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Sh10,000 or imprisonment of a term not exceeding one year or both upon conviction,” Macharia warned.

She urged teachers to fill their forms on time to avoid slowly down the system with bulk submissions towards the deadline further stating that incomplete forms will be rejected.

Teachers on leave, those serving suspensions and interdictions as well as those on sick leave are also required to fill the declaration forms.

The circular was copied to principals of all polytechnics, technical training institutions, colleges and secondary and primary school heads.

Macharia directed all county directors and sub-county directors to ensure the circular reaches all teachers within their jurisdictions.
