Fafi subcounty commissioner John Fedha collapsed while reading President Uhuru Kenyatta's Jamhuri Day speech.
He was rushed to Bura subcounty hospital where he is still receiving treatment.
Area OCPD John Ogola said the speech was later read by the assistant deputy county commissioner.
It is not clear what Fedha is ailing from but the police boss said he may be fatigued.
The incident caused mild panic among those in attendance.
