IEBC has promised to grant extra time to polling stations that opened late for the presidential rerun on Thursday.
"A few opened late due to logistical challenges. They [will] get time compensation after 5pm," the commission wrote on Twitter.
But it noted
voting started at 6am at most of polling stations. Closing time is 5pm.
Unlike the August election, not so many people woke up to cast their votes, especially not in Opposition strongholds.
Ghost towns and low turnout were the cases in areas where Raila Odinga and the National Super Alliance enjoy strong support.
Queues snaked through estates and stretched to roads last month but today, many were deserted.

But residents in Jubilee Party strongholds woke up early to vote for President Uhuru Kenyatta in the race overshadowed by NASA's boycott.
They were pictured in several areas queuing despite the chill, dressed in warm clothes and carrying umbrellas.
IEBC officials said the people started arriving
as early
as 5am.
With heavy security presence, voters in parts including Nyeri and Kirinyaga said they were happy to exercise their constitutional rights.
