Political analyst Mutahi Ngunyi failed to appear before MPs yesterday over Sh90 million he received from the National Youth Service.
He was expected before the National Assembly Public Accounts Committee inquiring into an NYS special audit report.
Ngunyi’s firm, the Consulting House Ltd, is said to have received the money.
PAC chairman Nicholas Gumbo (Rarieda) said Ngunyi should appear next week.The committee waited for three hours. Gumbo issued the directive after Ngunyi said on the phone he did not receive any invitation to respond to the NYS issue.
Communication breakdown
“There was a communication breakdown. I have just spoken to him and he confessed the email on his letterhead that we used to invite him is no longer in use. He even did not receive the letter we sent to his office,” Gumbo said.
“We will have to reschedule the meeting until some times next week.” In the special audit report,

Meanwhile, Out of the Box Solution CEO Angela Angwenyi was at pains to convince MPs how her consultancy firm was paid Sh90 million from the Devolution ministry after adopting an inception report.
The committee questioned why the company received the money
for a report outlining how the firm would
conduct a series of campaigns
in counties to teach women, youth and persons with disability how to access the 30 per cent government tenders reserved for them.
The cocmpany was awarded a one-year tender on May 12 to do the
campaign for
Sh302 million. Gumbo said the contract was questionable.
