City Hall impounds 30 PSVs in fake parking receipts scam

Nairobi county has impounded more than 30 matatus and taxis after saccos presented fake bank receipts to show payment for seasonal parking.

Tinega said on Wednesday

that the vehicles belonged to four saccos - Embassava, Kilgoris,

Killeton and Trans-safaris.

The are being held at the county's yard on

Haile Selassie Avenue.

"We went to the bank and realised there was no money. They had presented fake banking slips. We had to clamp the vehicles until they pay," said Tinega.

He said the slips from Co-operative

Bank showed the saccos had made payments for 500 matatus.

City Hall will sue the management of the four saccos for fraud, he said.

Tinega said enforcement has been a problem and that a total of Sh20 million is lost monthly due to fake parking permits.

"We will continue to go out and ensure all those with fake parking tickets are nabbed. We have to ensure the county gets all its revenue," he said.

JamboPay which collects revenue on behalf of the county welcomed the clamping of the vehicles saying it complemented their work.

"The eJijiPAY system is now able to keep a log of serial defaulters and fraudsters," said

chief executive Danson Muchemi.

"Our mandate is to collect revenue. We collect seasonal parking fees electronically and these are some of the challenges."

"We want the county government to carry out more enforcement so we can collect more revenue."

A senior City Hall official who requested anonymity said parties have been colluding to defraud the county.

"It seems their contact person inside City Hall who generates fake receipt for them was not in office. Or maybe they disagreed on the payment mode for the fee," he said.

have been encouraged to pay the fees using the automated system but many have shunned it.

City hall said plans are underway to publish a list of serial defaulters. Residents can check their payment status by
