EACC denies clearing Waiguru on Sh791 million NYS scam

The EACC has denied clearing

former Devolution CS Anne Waiguru of any wrongdoing in the Sh791 million National Youth Service scandal.

A letter dated February 4, allegedly signed by EACC boss Halakhe Waqo, informed State House Chief of Staff and Head of Public Service Joseph Kinyua that the commission had found no evidence against Waiguru.

But chairman Philip Kinisu said on Friday that the Ethics and Anti-Corruption Commission only cleared Waiguru of four charges involving the management of NYS which was under her docket.

Kinisu told a press conference that

the matter was being investigated by the Directorate of Criminal Investigations which failed to supply clear information.

The commission

launched a

into the scam following an affidavit by key suspect businesswoman Josephine Kabura that accused Waiguru of being the architect.

Kinisu said

they have set up a special investigations team and noted that the commission receives more than 5,000 cases. All persons of interest are to be summoned to help with investigations.

The chairman added that recommendations on the Chickengate scandal will be presented to Director of Public Prosecutions Keriako Tobiko in 21 days.

In a

filed in court on Monday, Kabura, whose account received the money, described her alleged relationship with Waiguru, whom Nandi Hills MP Alfred Keter .

She claimed that prior to a contract of the amount, Waiguru had assisted her to “secure other contracts, with about 30 LPOs for my other companies, at NYS, with a value in excess of Sh400 million”.

Waiguru dismissed her as a “crazy woman” whom she has never met and came to know about only after the scandal broke.
