Lack of experts to draft bills is the main obstacle facing the Kakamega county assembly, speaker Morris Buluma said yesterday.

He said the assembly has only passed 25 bills since inception three years ago.

“We don’t have bill drafters and those we get are too expensive for the assembly's budget to sustain," Buluma said.

"This is the reason why we are seen to have passed few bills as of now.”

He spoke in his office yesterday.

Buluma said the county only has two legal counsels who get overwhelmed by other legal duties.

The assembly has advertised two vacancies for legal counsels.

Minority leader Titus Kwoma said constant infighting among MCAs is also slowing the work at the assembly.

He, however, expressed confidence the assembly will enact all laws required to operationalise devolution by close of the current session.

Kwoma said the executive has been fueling constant infighting within MCAs and the assembly leadership with intent to slow down the oversight role.

He said the high level of corruption within the executive informed its interference in the assembly operations.

Kwoma said the executive is not keen on drafting bills before the assembly became independent.

“We have now sat down as the assembly leadership and membership and agreed that we must serve the people and not the county government,” he said.
