TSC to release Sh700 million for relief teachers by end month

TSC will pay the 70,000 relief teachers employed during the strike by February 1.

CEO Nancy Macharia on Monday told the National Assembly Public accounts Committee the Commission was finalising processing wages after a three-month delay.

"We have heard the concerns of the teachers. We are going to pay all teachers at the end of this month and you can quote me on that," Macharia said.

"The commission has a budget. We are going to pay them."

She blamed the delay to a technical hitch with TSC’s Personnel Payroll Data that processes salaries for those employed on contract.

The Teachers Service Commission is expected to spend a total of Sh700 million on the relief teachers who were to be paid Sh20,000 each per month during October, November and December.

She urged those who have not submitted their payment details including bank accounts to do so as soon as possible.

Macharia was appearing before PAC to answer to audit queries raised by the Auditor General during the 2013/2014 financial year.

Regarding teacher absenteeism in public schools across the country, Macharia said ongoing performance contracting will curb the problem that has been blamed for deteriorating quality of education.

She said TSC had also decentralised administrative structures to counties through newly deployed subcounty Directors of Education to beef up surveillance and closely monitor the situation to guarantee performance.

"In the future disciplinary issues will be a thing of the past," she said.

MPs asked TSC to ensure equitable distribution of teachers across the country and address marginalisation saying they need to be involved before mass transfers are effected.
