Public Prosecutions director Keriako Tobiko has asked the police to forward to him investigations file on the shooting of an Australian pilot by the son of a city businessman. Captain Shanne Calvin West was shot by Saavan Shah on November 11 last year at the Sopa Lodge in Naivasha. The incident occurred during the wedding of West's friend Captain Andrew Little.
Initial reports said that Shah was issued a firearms certificate a few days before the incident. Shah's arrest was recorded by the police as OB 87/11/11/2011 and he was released the next day after claiming that the shooting was accidental. Shah had also claimed that the victim had only sustained a graze on the shoulder.
However, doctors who treated West found that the bullet entered through the left shoulder, seared the spine, shattered two ribs and lodged into the right shoulder. One lung was also punctured. Capt West is now confined to a wheelchair after suffering paralysis in the lower limbs. Shah has never been charged and is still free even although West recorded a statement with the CID and completed a government medical examination form (P3) as required.
Little visited Tobiko two weeks ago to complain that although he had complied with all police requirements, police had failed to act on the matter. "Shah has not been charged. We have been informed that he is planning to leave the country and is still in possession of his UK passport," said Little in a letter to the DPP. It was not immediately clear why the police have taken so long to act or even revoke the firearm licence issued to Shah. A CID officer only recorded a statement from West on January 12, two months after the incident.
