We're amending essential ICT laws – Owalo

The CS said technological changes far outrun the pace of sector reforms.

Information, Communications and the Digital Economy Cabinet Secretary Eliud Owalo has said the ministry is spearheading amendments to essential ICT sector laws.

Owalo spoke on Wednesday during the official launch of ICT week at Safari Park Hotel in Nairobi. 

The CS said technological changes far outrun the pace of sector reforms.

He said the need to constantly be attuned to the emerging realities in the ICT landscape cannot be emphasised more. 

"Recognizing this reality, the government is spearheading amendments to essential ICT sector laws," the CS said. 

He added that the ministry is already engaging stakeholders on any gaps in the legislation noticed in the ICT sector. 

"Where we have certain policies or laws that need to be reviewed we have already embarked on the process of reviewing," the CS said. 

He said the reforms include the Kenya Information and Communications Act, 1998 and associated regulations to ensure that the sector is responsive to new and emerging technologies that will profoundly impact how the ICT sector will do things.

The CS said the ministry is undertaking significant reviews of institutions such as the Postal Cooperation ecosystem to recommend measures to turn around its operations alongside its universal obligations as a public postal licensee.

Owalo said there is a need to revitalise the postal sector through digitising services and innovation to allow it to play a leading role in last-mile delivery in e-commerce.

"We shall continue to engage stakeholders in this space to ensure we create a working environment for the PCK and other courier operators to thrive in this space," he said. 

Owalo said another institution in need of significant reviews is the Kenya Broadcasting Corporation to ensure it continues to play its public service broadcasting role. 

The CS said there is a need to ensure the ICT ecosystem is aligned accordingly by having laws that advance rather than stifle the growth of the ICT industry.

He called on all the ICT industry stakeholders to actively participate in the review process and provide valuable input to move the sector forward.
